		<description>Some 10 years ago I bought a small, or rather tiny, apartment in Stockholm. The former owner worked abroad for a big company and had been staying in Moscow for many years. He told me quite a few stories about the corruption in Russia and among police officers.

One of the stories involved how he initially took his russian driver's license. The theory test and exam left him dumbfounded as he could not understand why he and just one more of the students taking the exam seemed to fill in their exam-papers. Everyone else just seemed to bide their time and wait for the test to end. Later he found out that the "normal" way to get a driver's license was to bribe the teacher... People made pennies on their real salary and in order to better their budgets make an extra income on the side with bribes etc. That goes for police officers as well and the situation does not seem to have improved a lot in the last decade or so since I was told the story. :)</description>
